The City of Plains requires permits for all new construction, repairs, additions, moved in structures, fences, concrete/flatwork, and accessory buildings. This requirement applies even when replacing an existing structure in the same spot. No exceptions.
Some past projects were installed incorrectly or without proper review, causing problems for property owners later on. Requiring permits helps protect the community's safety and ensures projects are completed correctly and in compliance with local standards.
The City also understands that a few properties in town have unique sizes, layouts, or conditions where current ordinances may not fit perfectly. In those cases, the Planning Commission and the Zoning Administrator will review the permit on a case-by-case basis to find the best solution.
No work may begin until a permit is completed, submitted to City Hall, reviewed and approved by the Planning Commission, and signed by the Zoning Administrator.
To allow adequate time for review, permits should be submitted at least two weeks before you plan to begin any work. The more time given, the better, as this helps ensure the Planning Commission and the Zoning Administrator have enough time to review the application thoroughly.

If you prefer, you can also stop by City Hall to pick up a permit form in person. Once submitted, the Planning Commission and the Zoning Administrator will evaluate the application as part of the approcal process.
